How the New Healthcare Reform Law Affects Medicare Patients
For Medicare recipients, the new law expands benefits in two ways.
The first concerns preventative care. Currently, Medicare recipients are entitled to one covered physical examination within 12 months of enrolling in the program. After that, they must pick up the tab for this service.
But, starting in 2011, Medicare will pay 100% of the cost of routine annual physicals. It also will completely cover the cost of preventative services such as glaucoma screenings for certain individuals, mammograms, pap smears and hepatitis B vaccines, according to the nonprofit Medicare Rights Center.

Is Berwick a Socialist?
I recently heard some comments on the radio, attributed to Don from Harvard, which essentially said we need a rationed healthcare systems vetted by governmental leaders, not patients or physicians.
Any thoughts? Is that why Obama annointed him?

Word Heard on the Street
Tomorrow, July 8th 2010, the President will use a recess appointment to put Dr. Don Berwick at the CMS helm without delay.
A “recess appointment” means that the president is putting Berwick in place while Congress is on recess (i.e. is taking a vacation) and he won’t have to go through a Senate confirmation hearing.

The Centers for Medicare and Medicaid Services Administrator Donald Berwick MD is asking insurers to help contribute to a health system with lower costs without withholding patient care.
Berwick said he wants a “full partnership” with the insurance industry, but also indicated that he will be tough on those who resist change, according to the Washington Post.

So CMS pressures insurers who in turn pressure providers, who in turn cut corners on patient care whereever possilbe. And the oblivious and powerless patients at the end of the line are the ones who get jerked around the most.

Obama Re-Nominates Berwick for CMS Administrator
[But Outcome is Unclear]
President Barack Obama renominated Dr. Donald Berwick to the position of CMS administrator, a move praised by the American Hospital Association but likely to face strong GOP opposition during the Senate confirmation process.
“We’re very supportive of Dr. Berwick,” said Linda Fishman, the AHA’s senior vice president of public policy analysis and development. Under Berwick, the CMS has “been very open and willing to listen to the provider community,” Fishman said. “He has a good vision for CMS and a good vision for healthcare.” Fishman said she’s not sure if Berwick can get the needed 60 votes in the Senate.

Baucus Says Senate Won’t Confirm Berwick
The Senate will never vote to confirm Dr. Donald Berwick as CMS administrator, according to the Senate Democrat leading his nomination. Berwick is currently serving through a temporary recess appointment.
Sen. Max Baucus (D-MT), chairman of the Senate Finance Committee, told reporters Tuesday that he has discussed Berwick’s nomination with Republican senators and they plan to oppose Berwick under any circumstances. “Republicans won,” he said about the nomination. Baucus said alternative nominees to the post are “up to the president.”

Don Berwick Resigns
To no one’s surprise, Donald Berwick MD resigned last week. He’s been a bureaucratic dead man walking for almost a year now, certainly since 42 Senate Republicans signed a letter opposing his confirmation.
I have read a few of his papers, position statements and several of his books. I disagree with his promotion of government solutions to improve healthcare access and quality, but as best as I can tell, he is a man of sincerity, integrity and significant intelligence.
So, what do you think, and who will replace him?

According to Ken Terry of FierceHealthIT:
The resignation of Don Berwick last week after 18 months as administrator of the Centers for Medicare & Medicaid Services (CMS) should be a cause of concern in the healthcare industry, as well as the health IT sector.
Berwick was the Obama Administration’s point man on healthcare reform and his departure due to Republican opposition in the Senate likely will slow the industry’s inevitable transition to accountable care.

Ex-CMS Chief Berwick ‘Angry’ at Threats to Gut ACA
Don Berwick is president emeritus and senior fellow of the Institute for Healthcare Improvement in Cambridge, Massachusetts. He was the administrator of the Centers for Medicare & Medicaid Services for 17 months until December 2011.
During two one-hour interviews, Berwick addressed critics of the Affordable Care Act and his part in the problem-plagued launch of Obamacare.
