Meaningful Use working and what can innovators do to help with EHR adoption?

I loved the summary but I wanted to dig in a little further so I asked Dr. William Rusnak, a resident physician in radiology and a healthcare IT writer for NueMD, to tell us what that infographic meant for innovators and folks building solutions.

EHR Stage 3 Proposals Closer to Approval
Proposed rules for Stage 3 of the meaningful-use program, scheduled to begin in 2017, and rules concerning 2015-certified electronic health-record products, are a step closer to approval. HHS and the Office of the National Coordinator for Health Information Technology have submitted them to the Office of Information and Regulatory Affairs in the federal Office of Management and Budget.
The proposed rule for the third stage of the meaningful-use program, for example, says that there will be “changes to the reporting period, timelines, and structure of the program. These changes will provide a flexible, yet, clearer framework to ensure future sustainability of the EHR program and to reduce confusion stemming from multiple stage requirements.”

Half of Docs May Not Attest to Stage 2 MU in 2015
Agree with the above.
Fifty-five percent of physicians do not plan to attest to Stage 2 Meaningful Use in 2015, according to a survey of almost 2,000 members of SERMO, a social network for physicians. Doctors cited “patient engagement, lack of workflow usability, and excessive time consumption” as reasons for not attesting to Stage 2 MU this year. The survey results reflect the struggles that physicians have been experiencing in meeting Stage 2 requirements.
According to the Centers for Medicare and Medicaid Services, only 4 percent (16,455) of eligible professionals have attested to Stage 2 MU as of Dec. 1. Though EPs have until the end of February to attest for calendar year 2014, attestation numbers have been anemic, and little progress is expected by the end of next month. Adding to the bad news for physicians, CMS announced last month that more than 50 percent of EPs—more than 257,000—will face financial penalties under the MU program in 2015.

Physicians Reject Stage 2 Attestation
Given the lackluster Stage 2 attestation numbers so far, the findings are not particularly surprising. It will be interesting to see what CMS and ONC intend to do in the face of the overwhelming evidence that many providers simply don’t think it is worth the effort.

More Than Half of Meaningful Use Penalties Will Be Under $1K
The majority of physicians who are being penalized this year for not having met meaningful use requirements in previous years will forfeit less than $1000 of their Medicare reimbursement, according to data just released by the Centers for Medicare & Medicaid Services (CMS).
Of the 256,000 eligible professionals (EPs) subject to “payment adjustments” in 2015, the data show, 87,000 (34%) will lose $250 or less, 55,000 (21%) will give up $250 to $1,000, 36,000 (14%) will forfeit $1,000 to $2,000, and 78,000 (31%) will be fined $2,000 or more.

Medical Societies to CMS: Not Ready for Stage 3 Meaningful Use
Dozens of medical societies pressed the Centers for Medicare and Medicaid Services (CMS) to temporarily halt implementation of the final stage of Meaningful Use, a program that rewards and penalizes clinicians based on how effectively they use electronic medical records.
Forty-two physician organizations, including the American Medical Association, the American Academy of Family Physicians, and the American Academy of Pediatrics, petitioned Secretary of Health and Human Services Sylvia Burwell and Office of Management and Budget Director Shaun Donovan to delay proposed Stage 3 provisions of the program.
