By Erin Sawchuk
Dear ME-P Readers
Please find attached the late April 2010 Edition of Plan Management Navigator.
Medicare and Medicaid Plans
In this month’s edition, we identify and test some of the potential interrelationships between claims processing costs and other functions for Medicare and Medicaid Plans. This analysis draws on data from the 2009 Sherlock Expense Evaluation Report.
Bench Mark Updates
Also included in this analysis is an update on our progress on our various benchmarking universes. Participation is up this year, we think due to public policy changes and economic weakness.

FOR MAY
Applicable Federal Rate of 3.4% for May
[Rev. Rul. 2010-12; 2010-18 IRB 1 – April 18th 2010]
The IRS has announced the Applicable Federal Rate (AFR) for May of 2010. The AFR under Sec. 7520 for the month of May will be 3.4%. The rates for April of 3.2% or March of 3.2% also may be used.
The highest AFR is beneficial for charitable deductions of remainder interests. The lowest AFR is best for lead trusts and life estate reserved agreements. With a gift annuity, if the annuitant desires greater tax-free payments the lowest AFR is preferable.
During 2010, pooled income funds in existence less than three tax years must use a 4.6% deemed rate of return.
