Taxing Sin to Modify Behavior and Raise Revenue‏

NIHCM Expert Voices

By Nancy Chockley PhD [President & CEO]
[NIHCM Foundation]

Sin taxes on tobacco and alcohol have a long history in the U.S., and many credit cigarette taxes as being the single most effective strategy in achieving our dramatic reductions in smoking.  Similar taxes have been proposed in recent years as one weapon in our fight against rising obesity rates, and a new study has just added support for this policy by showing that higher prices for sweetened sodas are associated with lower caloric intake, lower weight, and better health.

Rationale Reviews

In his essay, Dr. Jonathan Gruber reviews the rationales for and experience with sin taxes for cigarettes and alcoholic beverages, and offers his insights on using sin taxes to combat obesity.

  2. Fewer Americans Are Smoking, and Those Who Do Puff Less

The number of adult Americans who smoke is on the decline again after several years of little change, and those who smoke are puffing fewer cigarettes a day, new government stats show.

  3. Cigarette [Smoke Screen]

Remember those shocking images that the FDA wanted tobacco companies to print on packages to deter smoking? A man exhaling cigarette smoke through a hole in his throat? Or, a dead smoker on an autopsy table?

Well, a judge just sided with the tobacco companies slapping a temporary injunction against the images.

Is this just another legal smoke screen from Big Tobacco still defending and selling a bad product?

  6. More on Tobacco

It’s official! CVS Health announced yesterday that the company has stopped selling tobacco products in its 7,700 stores!

Tobacco is the only product that, when used as directed, kills. Every year, more than 480,000 Americans die and millions more get sick due to tobacco use. In addition, tobacco use results in more than $289 billion in health care and related costs.

But it doesn’t have to be this way. Every day, more and more people are choosing a healthier way:

    • Target, Wegmans and CVS Health have all decided to do the right thing and remove tobacco from their shelves.
    • Twenty-seven state attorneys general have sent letters to the rest of the nation’s pharmacy chains asking them to follow suit.
    • Thousands of people have signed APHA’s petition calling on all retail pharmacies to stop selling tobacco.

Join us at the ME-P in encouraging all pharmacies and wellness retailers to put their customers’ health ahead of profits from tobacco.

  7. Investment of Health Insurers and Mutual Funds in Tobacco Stocks

By David U. Himmelstein, MD; Steffie Woolhandler, MD, MPH; J. Wesley Boyd, MD, PhD

    JAMA. 2000;284(6):697. doi:10.1001/jama.284.6.691.

To the Editor: In 1996, the American Medical Association (AMA) House of Delegates resolved that “all physicians, health professionals, medical schools, hospitals, public health advocates and citizens . . . divest of any tobacco holdings (including mutual funds that include tobacco holdings); and specifically calls on all life and health insurance companies and HMOs to divest of any tobacco holdings.” 1 Just before this call to divest, we noted that insurers, including some of the largest owners of health maintaince organizations (HMOs), invested heavily in tobacco. 2 Prudential owned tobacco stock worth $248 million; MetLife owned $15 million; Travelers, almost $90 million; and Cigna, $75 million. Four years later have insurers heeded the AMA’s call?

And, what of the mutual funds that many physicians rely on as the cornerstone of their financial planning?
